nsmcp::ToolRegistry method enabled (public)

Report whether a named tool is administratively enabled. Refresh provider registrations first; caller permissions are checked separately during listing and invocation.

Parameters:

Registered MCP tool name.

Returns:

The effective enabled flag, or false for an unknown tool.
