You probably want to get in contact with the
OSCOM community. There was a small effort to standardize CSS across Open Source content management (of course OpenACS is more than content management, but it's a pretty good start.)
It looks like their wiki was overtaken with spam, but I am working with the OSCOM folks to get it restored and restart the CSS standards project if possible.
