Passing the google "mobile friendly" test is not hard, actually openacs.org passes the test, although it is not very "mobile friendly".
The site http://lehrbuch-wirtschaftsinformatik.org/ is based on OpenACS 5.8 + xowf + custom bootstrap theme and works very nice on various devices.
